All electric utility companies and gas companies in West Virginia offer a reduced rate of 20% that is in effect from December - April. To be eligible for this help, customers must be receiving other aid, such as SSI or WV WORKS, as just an example.

Dominion Hope - The Heat Fund helps lower West Virginia income customers pay their gas and heating bills.
In addition, there is also The West Virginia Utility Assistance Program, which is operated by the Dollar Energy Fund. This will assist eligible West Virginia utility customers with paying their electric, gas, water, and heating bills. A one-time cash grant will be paid to their utility bill.
